If the goal is a realistic economy, why not let players provide the insurance and determine the rates themselves? You could have a seperate program for noob insurance, so that newer players aren't discouraged. (Maybe call it "noobfare?")

If players controlled local systems and the empires, they could set tax policies as they wished. Tolls might not be enjoyable, but they'd be realistic.
